Purpose: To recognize and encourage the long-time work of people or organizations in Canada or Taiwan for human rights, democracy and social justice.

宗旨：為獎勵在加拿大或台灣長期間對人権，民主和社會公義有所貢獻的個人或團體者。

The award is given in honour of a man whose is a living example of this commitment, and who has given his life seeking to realize these values in Taiwan and in Canada.

本獎表揚一位畢生在台灣和加拿大推動這些道德價值的人.

The award shall be made annually on the recommendation of the executive of THRAC, in consultation with Dr. Lin, and previous presidents of THRAC. Nominations for the award may be made by any member of THRAC.

每年得有一名受奨者。適合上述宗旨條件人選，經由本會會員推薦提交給理事會。經加拿大台灣人權會理事會同林哲夫教授和諸位前任主席會議提名。

The award shall consist of a certificate of recognition and small gift, to be presented in a public ceremony. In addition, the name of each successive recipient shall be inscribed on a permanent plaque.

獲獎者可在每年頒獎典禮接受獎狀和禮物，又刻名在獎牌流傳紀念。
